Looks like an FM transmitter for iPod integration. The 88.1-88.7 are FM frequencies. Does it have a male 3.5mm headphone jack attached?

I had the same issue with my front passenger side window over the winter. Pop out the affected window's switch (i.e. the rear passenger switch), disconnect the switch from the wiring harness then reconnect the switch. Turn the car on and check to see if it can be controlled from the driver's console.

I've got the same vehicle (2008 RX400h). I installed the Lexus iPod interface (~$200), which supplants the satellite radio feature and offers control via the stock radio. Only catch is it uses the old 30-pin iPod adapter. I haven't tried using a 30-pin to Lightning adapter since it works fine with an older iPod classic.
