We have a 92 SC400 and the yellow brake failure warning light the top left corner that looks like the car with the tail lights illuminated goes no and stays on whenever i hit the brakes . it goes off after i turn the car off then restart it.

the inner brake light bulbs are a single filament.

the outer bulbs for the running lights have 2 filaments.

there is some blue electrical tape over the factory black electrical tape.

1. Is the second filament on the running light bulb supposed to illuminate when the brakes are applied?

2. If the second filament in the running light bulb is supposed to come on with the brakes but it does not, will just this one bad brake light trigger the dash light even though both inner brake lights work?

3. Is the blue electrical tape on the rear light harness factory?
