Move steering wheel without power

I have a 1990 LS400 that I need to get the instrument cluster out of but we have no key for it so the steering wheel will not move. Anyway to manually lower thye steering wheel?

Its for a newer one but similar.

Anyway if the gear is out it may swing down, or you will have to unbolt the whole assembly to lower it out of the way.

Yeah...it came to me in a dream last night...at least it seemed like a dream althought this car is a nightmare!

OK...worked like a charm. Removed the plastic gear and manually screwed down the steering wheel.
