Faulty Steering Wheel Functions

Steering wheel does not telescope or tilt upon start. I can manually telescope (extend) with the switch

on the column. Any ideas or suggestions for a fix??

This sounds like a microswitch problem in your ignition switch. Read billydpowell's post #2 where he describes how he fixed his:

I removed and cleaned the switch, was not very dirty, still same symptoms.
