Vacuum Leak

I have a 99 ES300 with a vacuum leak. Sounds like a high piched whistle. I believe I found the source. There is a part fastened to the inside drivers side fender below the steering linkage. It has a hose and a hard line going to it. If I cover the top of the part with throttle body cleaner I notice the vacuum leak sound seems to deminish. I don't have a clue what the part is and can't find it in my Haynes manual.

Anyone have any ideas what this part could be and where I can find a replacement?
