1995 Lexus SC400 steering wheel noise

Hi I own a 1995 lexus sc400 and there is like a cracking noise coming from my steering wheel/inside the dashboard. I’m really lost and I do not know what the noise is. When I turn the steering wheel I often hear cracking noise and at time there’s just crackling noise coming from the steering wheel when either being help to the side or just in a neutral position. I don’t really know how to explain the noise but I have a video of it I just can’t upload it here. If anyone can help me it would greatly appreciated, thank you.
