I have the same problem with my 01 LS430. Did you every resolve this? If so, how? David.

How do you remove the lower access cover to the steering column (2001 LS430). I have removed the screw on the bottom of the cover and the two on the front vertical (on either side of the steering wheel). I can get free the clips on the left and right sides (on dash side of turn signal and wiper), but it seems to be stuck at the front and don't want to force. Any guidance would be appreciated. Trying to get to the tilt gear box....
