I only have heat coming out of the driver side vents. The other vents blow out cold air. How can I fix this?

I only have heat coming out of the driver side vents. The other vents blow out cold air. How can I fix this? Also, when I turn my car on a buzzing noise comes on that sounds like it is coming from the vent air. It only last for about 10 seconds and then it goes away. Does anybody know what this is? Thanks!
