Accessory Drive Belt Replacement

Can anyone explain how the tension system works on the power steering belt? Is there a pivot bolt and then you have to manually force the power steering pump to tighten it? How do you keep it tight? -
Does someone have instructions on replacing the two accessory belts? What skill level is required? 2003 ES 300 Thanks.
