Is there anyway I could diable the feature that moves the steering wheel out of your way when the car is shut off. I am starting to hear a squeaking sound when the steering wheel goes back in. Please advise, thanks

Hi all. I just recently purchased a 2003 43,, and in the morning when the car is started, the belt squeaks. which usually last for maybe 15 minutes or better. I was wondering was this problems due to a faulty belt or a pulley going bad, please advise, thanks.
