Electrical Or Starter? Please Help.

Ok thank you I will give that a try. -
While driving my 98 Es300 the car just shut off. When I tried to start it the car wouldn't start. It sound like it wanted to catch but couldn't. I had driven the car earlier that day and it was fine. I checked the battery and it was fine. My lights, radio, and alarm still work. I made sure that the connections were not loose. Does this sound like an electrical problem or the starter?

I have a 99 ES300 and my entire dash goes dark. If I turn off the headlights before I start the car the dash lights stay on for a few more minute then go out otherwise they go off when my foot hits the pedal and shift into gear. any ideas?
