Hood wont open on 2008 LS460 Base model

Recently purchased an nearly orphaned LS 460  a 2008, and can not open the hood, The cable inside the car appears intact but the pull cover is missing. Pulling on the cable with plyers does not work, unresponsive.  Has anyone dealt with such a situaton on his LS460?
