AC NOT blowing COLD or HOT air

My AC is not blowing hot or cold air. sometimes it has a crackling sound coming out, seemingly being made by a part in the AC unit. 

would someone please advice me on what to do? 

 

does anyone have any reliable mechanics in california ?

 

the mechanic i went to wanted to do a full AC unit replacement which i think is unnecessary and a scam attempt

 

what would you guys recommend i do?
