Both A/F sensor heaters bad??

Popping p1135 and p1155 codes. Verified wiring ( by professional). Ran extra grounds. Replaced both sensors with Lexus supplied Denso units( from VIN). Tried 3 different ECUs.

"Deep scan" reveals resistance just " a bit too high".

Fighting this for a few months now. Can't get inspected or registered this way.

 

Thoughts??
