Won't start n the gauges won't move

hello I have a 99 lexus rx300 i changed the battery and went to try and start it I put in the key and the dashboard does not move turn the key to start it and nothing happened it's not the starter I hot wired it n it started up I tested the wire to the starter and it's getting no power also my headlights are out the turn signal works no high or low beams I've tried to reset trick locking n unlocking from outside then use the key fob and still nothing any assistance would help
