Sc430 A/c Not Working When Idle Please Help

Hey everyone, my 2003 lexus SC430's A/C doesn't blow cold air at idle for some reason. While I'm driving at a steady speed (ex. 45mph), the air is nice and cool on the driver's side yet warm on the passenger side, even when the "dual" button is off. When I stop at a long red light and it's hot outside, the A/C system just stops blowing out cold air at all. It doesn't just get warmer, it gets hot. When I took it to an A/C guy, he said the system was overcharged and let out refrigerant. After that, the A/C wasn't cold at all anymore. Afterwards, I took it to another A/C guy and he said it was undercharged and added refrigerant. It gets cool while driving again but the original problem remains. Both mechanics couldn't find the exact problem. Anyone have any ideas as to what could be the problem? Any help is appreciated!
