No Cranking In 94 Lexus Gs300

I have a 94 lexus gs300. Sometimes when we start the car, or move it a short distance, it is not cranking over. All the lights, radio and everything inside the car comes on. No light dimming. Just changed the starter. Changed the ignition 2 relays and it worked for awhile and then we moved it a short distance again this morning and its not cranking over again. It doesnt crank over at all. My husband can hear a clicking of the relay in the fuse box when the car is being turned on but that is it.

Ever figure this one out? I have the same issue on my 93. It's a real head scratcher...
