Radio Dead Won't Turn On

Pulled out the ORG stereo from my 1998 GS300, org stereo has a bad screen. Connected up the other stereo with the wire harness and nothing. I doubled checked my connection to make sure they were right and still nothing. Plugged the old stereo back in and even that one won't turn on. I have checked the fuses in the engine as well as the ones inside the car at the driver's knee. All the fuse worked, I tested every single one of them. I tested the org wire harness, the 12v ignition wire gets power when the car is on. The 12v constant is not getting anything either car on or car off.

I am stumped with this one. Any help will be greatly appreciated.

Update

Took the org head unit into the house. Hooked it up to my bench power supply and it works. Deff something wrong in the car.... any ideas?
