Is Hill Assist Control A Standard Feature In Canada?

When I brought my 2010 RX350 my dealer told me that hill assist control is a standard feature on the 2010 RX 350 in Canada.

But when I got my car this feature doesn't seems to work, so I asked my dealer again and they told me that my RX doesn't come with this feature because HAC is not a standard feature in Canada.

I did some research on Lexus Canada's website http://www.lexus.ca/lexus/experience/en/home/vehicles/specs/BK1BAT2010/specs_features.jsp?model=BK1BAT&year=2010

and I also emailed Lexus Canada head office they responded to me that HAC is a standard feature in Canada.

Now I am very confused, Is Hill Assist Control a standard feature in Canada?
