1995 Sc-300 Speedometer And Tach Trouble

I had a number of burned out bulbs in the dash and could no longer read the speed and tach, so I took the assembly out and got new bulbs from the Toyota dealer and replaced them and put the assembly back and now it lights up fine. The problem is that the speedometer needle and the tach needle now rest down below the zero mark and so both register slower than you are actually going.

Has anybody else had this problem, or does anyone have a suggestion how to correct it.

I would appreciate your help.
