Windshield Wiper Motors? Not Working Properly

I have a 94 GS 300. The intermittent wipers don't work properly being as they go then get stuck, then go again, and get stuck. Also, the wipers dont retrack or go down properly when they are put into there fully lowered position, they eventually go down again but it takes a while and really irks me when it happens. j

Anyways my question is this....

Is it the motor that is gone on the blades? The magnets on the motors? And how do I go about accessing them to fix it? thanks.
