Probably not. You may want to clean your MAF. It sounds like you may have a sensor that is a little askew and it's reading high/low/slow upon start up. The MAF is a good place to start. Usually they just get gummed up an a good spray with electrical cleaner is enough to improve their response.

It's normal. Both my IS and RX at initial startup when cold outside run at revs around 1400-1600 for a minute or so and slowly drop. From what I understand this is due to the cold start valve opening up, correct me if I'm wrong.

But it isn't something i'd be concerned about.
