Horn Working Intermittently On 91 Soarer

The horn on my 91 Soarer is working intermittently, and I'm not quite sure why. Sometimes when I prod the horn (bottom left side of radiator) it starts working, but then other times it won't start working. Also I notice that there is another horn at the top of the radiator, on the right when the hood is popped. Is this horn connected to the other one?

I've read bits and pieces on horns working intermittently and seen such things as getting new relays. What should I do?
