Tachometer Reading Problem

I have a 1991 LS400 with 127k miles on it. has had dashboard circuitry problem for a while now (reverse light indicator comes on every time I hit brake).

Anyway, just last week, heard grinding noise and tachometer reading showing unusually high engine speed even when I was driving at 30 mph. So I took it in to local, quite trusted mechanic. Had brake caliper, pads, rotor replaced as well as upper arm controls replaced. All had worn down and apparently the noise had to do with brake caliper seizing on me.

Now the brakes are fine, but the high tachometer reading is still a problem, although engine temp. gauge doesnt indicate overheating. the high reading (4 to 5k RPM) at low speeds has only started a day after I got the car back. Wasnt a problem right away after I drove the car from mechanic's.

Should I consider this solely a circuitry problem or is there a deeper problem at work?

Any suggestions would be very much appreciated.
