i read on some sites that 1st gen LS400 drinks only 9 and 12 liters/ 100km (city - highway) mine does it heavily with 22 liters /100km constantly so far in city and around 16l/100km highway

given that average speed in city is about 20 mph and 40 mph for the so-called highway

does the car has any problem or the milage is okay at that average speed?

btw, my '90 ls400 just did nearly 90k miles. and i am running with check engine light on for oxygen sensor

I believe the fuel tank has about 80-87 liters of capacity, so, at your rate, you will only get about 400 km's on a tank... Thats VERY low, I drove mostly highway for 2000 km's 2 weeks ago and was getting about 700-850 km's per tank depending on the area I was driving and the speed.
