P1346 Check Engine Light/timing Belt

I have an RX300 and at 90,000 miles I had the timing belt changed, I used a timing belt I bought from an auto parts store. The check engine light came on and the mechanic took the car apart twice and reset the belt. The light continued to come on and stayed on, however the car ran fine. I had my car inspected and it didn't pass inspection, something about the EVAP. I took it to a different mechanic and he replaced the timing belt again (152,000 miles), he said the first belt was off a tooth. The car passed inspection and on my way home from the mechanic the check engine light came on again! I am assuming that it is off a tooth again, why does it keep slipping? This time we used a timing belt purchased from a lexus dealer.

I was getting a P1346 code.

Now that the CEL is on again, what code is it throwing? I have had two CELs, not in my Lexus, but in both instances it was the O2 sensor. Of course, the code showed that two.

Btw, what is the P1346 code. Curious.
