Irritating Noise From Behind The Radio

ok wtf...yesterday i noticed a really weird noise coming from the stereo area. it doesnt matter if the car is moving or stopped...even if the car is not running it happens when the key is in the on position. this leads me to believ that this is an electrical problem. is there anything back there that will make a weird noise...here's my feeble attempt to describe it.

it reminds me on the motor sound when the steering wheel or seat moves or like when you receive a call and the feedback is sent through the stereo out the speakers. problem happens with out the radio on. this is not a faint noise but is as loud as my radio when im driving with my windows up.

any suggestions please ...maybe instructions on how to take apart the radio area so i can examine wtf is going on.
