You can add either coolant or water as the amount that you would be adding would be so small as not not have a great effect on the ratio of coolant to water (ratios can vary anywhere between 50:50 and 70:30 coolant - if you live in a freezing environment, then go for the 70:30 coolant ratio). If the coolant is very red you are safe to just add water. If the colour is a light red / slightly pinkish, then add coolant. Actually, your coolant looks quite red, so I'd just add water.
