Climate dial malfunction on drivers side

My dial does not turn temp down on drivers side??? It still goes around and around like pax side but temp is stuck at 83 degrees! Lexus dealership says my taped on rhinestones is cause??? My response “ taped on” why isn’t the other side broken then? They said it’s not internal it’s an external problem????? Help because my brain does not get this?
