How do you adjust the low beam headlight angle?

The low beam headlights on my vehicle are too low and need to be angled up a few degrees so they illuminate more of the road in front of the car.  The high beams are fine.  The owners manual has a a small picture of two screws for each headlight (lateral and horizontal adjustments) and says I would need a phillips head screw driver.  From the engine bay I can only see one screw per side but its not a screw. As in there is no phillips or standard screw driver slot at the end of it. Its more like a cap.  Additionally its nowhere near the low beam head light and I'd have to remove other parts of the engine to even get to it.  Too my way of thinking the act of adjusting the low beam headlight angle being this involved makes me think Im just off base and making it more difficult than it needs to be.  Was a little surprised my online search didn't provide a helpful video or diagram but maybe my search skills just aren't up to par.  Any advise or anecdotal experience w/ this type of adjustment would be greatly appreciated.

Thanks in advance.
