Is there overlap in the repair guides for both headlights?

2006 GS300.  From watching videos of how to change both bulbs, it seems obvious that there is a big overlap in the time to change both bulbs instead of just one.  Shop said the guide books say it is an hour for each, but wouldn't show me their repair guides.  I think both bulbs could be changed in under an hour if only being charged for the straight time.  Any expert mechanics know if the dealership is lying to me, by trying to charge me $900 to change both headlight bulbs, claiming two full hours of labor?  (Plus $200 for each standard bulb!)

900 is a rip-off no matter which lightning system.
