TX 500h mpg

Terrific product and have owned it now for 2 months.  Extremely pleased with fit and finish, performance, ride and handling.  Not getting anything near what is printed on Monroney Label (27mpg city and 28mpg hwy) or what automotive journalists suggest they are getting when tested (25mpg or so).  Drive it predominantly on surface streets (45mph-55mph) and somewhat on local freeways doing 70mph-85mph when traffic permits.  Do not drive it hard and aggressively whatsoever.  Premium 91 octane Top Tier ARCO, Unocal, QT.  I can accept the 20mpg we are getting if that is the case with that powertrain even if being touted as much better.  However it leads me to believe there may be a flaw with this TX 500h although it performs flawlessly.  Anyone else with a TX 500h experiencing similar?  Thx
