tire pressure warning

Aloha folks, my 2007 ES 350 does not have the pressure warning gismos inside the tires, and the dash light is on. I am worried that it may not pass state inspection.

Do you know if the computer requires all 5 tires to be monitored or only the ones on the ground?

Firestone, (where I bought the tires) wants $580 to put the pressure monitors in. They also said that that not having them will not effect the safety check. So for now, I will stay with the black tape over the light.
