The mechanic says some of the bolts for the control arms are too tight and impossible to remove. Is this usual for high mileage cars?

I am wondering if cutting the bolts to remove the arms is a viable alternative, at the expense of getting new bolts and parts that go with them.

How much labor hours would I expect for removing the actual bushings (perhaps using torch) and putting the new ones in, per arm?

The mechanic is complaining of the difficulty of job to be performed.

Seems that he never did this before.

If the "mechanic" is complaining about difficulty he either wants more money or doesn't know what he is doing. I'd go somewhere else.

I just did lower control arms and all 4 struts on my 92 SC400. The lower control arm bolts were not hard to get the nuts off, use WD-40 or similar. The problem came in removing the bolt from the car, I had to use an air chisel with a punch insert. The bolts are actually CAM bolts that adjust the front end of the camber, they are very expensive to replace.
