No power steering after R&R rack and pinion.

I finally finished replacing the rack and pinion on the 99 ls 400. Yesterday Saturday 26 Aug. My old rack was leaking,  so after replacing it, there is no power steering. 

what are the possibilities? A bad rack or a bad power steering pump has anyone had this problem after replacing the rack and pinion? Please help,  I don't hear the whining of the pump. Just remember that maybe it thought's.

I'm going to assume you bled the system?

Thank you for the information, I knew it needed to be bled maybe this work.

There is a clean out on the rack with a filtering screen that should be removed and cleaned. Search this forum, There is much discussion about this . The clean out has a large Hex head ( If I remember correctly )

Thanks for the advice it is much appreciated. Now that it has been bleed correctly. I now have power with no leaks.
