Hot Side Panel Front On '99 Gs300

I've got a strange one and am not sure whether it is a problem. The front side panel around the wheel on the driver's side really gets hot, even after a short / 10 min ride. As soon as I noticed it I checked some other GS300's and noticed some temperature increase in the same location. Does anybody know what's going on?

What panel? Inside, outside? Metal, plastic?

Are your brakes hot ? Any noise ? Had any recent work done ? When did this start ?

It's the outside metal panel just above the front wheel on the steering side. Not sure when it started. Have no issues with brakes that I am aware of. No Noises. No work has been done recently. Indeed, it makes sense to suspect the brakes as this is right above the brake. I did not notice a higher temp on the other side.

The other day I walked around a parking lot with several GS300 cars and the majority had a elevated temp on that spot??
