Power Steering Problem

I bought a 1990 es250 two month ago. It runs great that time. I didn't drive it since then. Today I find there is no charge in battery. I jump start the car. Then I find that the power steering seems not working. It is very hard to turn when the speed is slow. And there will be big noise under hood when I turn the steering wheel when the car is stopped. I check the fluid, it's normal.
