My dad and i have just purchased a 94 gs300 with 86000 mi and the ac will only blow hot air, the compressor has started in the past briefly as a test, i am not exactly sure how but it involved a modified relay after starting the car. the person we bought if from claimed to have filled the Freon and tested a new relay both did not work permanently.
